The Department of Pedagogy, Preschool and Primary Education originates from the cycle commission of psychological and pedagogical disciplines that operated at the Kremenets Pedagogical School, Pedagogical College, and later at the Taras Shevchenko Humanitarian and Pedagogical Institute. Over the years, the department included experienced teachers O.P. Makarenko, O.O. Yalovska, A.O. Kalynobrotska, O.P. Tsyhypalo, L.O. Voitko, O.I. Bocheluk, T.V. Romaniuk, N.M. Sabran, M.I. Maikhruk.

The purpose of the department is to provide high-quality professional training of specialists in accordance with industry standards of higher education, to maximize the satisfaction of students' needs in obtaining appropriate professional qualities, general and professional competencies, and to provide end users (stakeholders) with highly qualified specialists.
Conceptual ideas of the department development:
- humanistic strategy of teacher training;
- value concept of personal and professional formation of a student - a future teacher;
- personality-oriented paradigm of professional training that ensures the formation of creative potential, initiative and self-organization of a future specialist in preschool and primary education;
- Innovative approaches to the content and technologies of psychological and pedagogical training of teachers;
- connection of pedagogical theory with the practice of preschool, general education and higher education institutions;
- ensuring students' acquisition of social skills ("soft skills").
Vision of the Department:
- Improving the quality and functionality of vocational and pedagogical education;
- bringing the content of pedagogical disciplines closer to the needs of the individual and the modern family in terms of raising children;
- formation of professional competence of future educators of preschools and teachers of the New Ukrainian School;
- designing innovative developmental environments (EI, GSEI, HEI);
- development of scientific and methodological support for teaching pedagogical disciplines;
- training of highly qualified specialists through individual research;
- development of the historical and pedagogical scientific school of the department;
- pedagogical support of students' research;
- testing and publication of scientific researches of the department's faculty and students at scientific conferences (of different levels), professional publications in Ukraine and abroad;

Development strategies of the department:
- personal and professional, which is based on the priority of the personal and professional potential of teachers, teachers-mentors and ensures the development of professional potential of future teachers of preschool education institutions, teachers of the New Ukrainian School, teachers of higher education institutions;
- implementation of a new strategy for teacher training in the context of the New Ukrainian School;
- creative, which is manifested in the constant search for ways to improve professional training and develop their own pedagogical approaches, methods, etc;
- scientific and pedagogical interaction and cooperation of the Department of Theory and Methods of Preschool and Primary Education with other structural subdivisions of the Academy, educational institutions of the city and region, development of partnerships with pedagogical departments of Ukrainian universities, research institutions of the National Academy of Pedagogical Sciences of Ukraine.
The scientific interests of the department's teachers are centered around the collective theme "Priority directions of development of modern preschool and primary education". The results of scientific research of the department's teachers are reflected in scientific and educational works. Among them are monographs, textbooks and manuals for students of higher educational institutions (Prof. Benera V.E., Associate Professor Fasolko T.S., Associate Professor Vrochynska L.I., Associate Professor Onyshchuk I.A., Associate Professor Pryimas N.V., Associate Professor Pavelko V.V., Associate Professor Beshok T.V., Senior Lecturer. Shvets O.V., senior lecturer. Domaniuk O.M.), scientific articles in professional publications of Ukraine on the problems of modern pedagogical and psychological sciences. Associate Professor I.A. Onyshchuk is a co-author of the program of child development from birth to six years of age "I am in the World", recommended by the Ministry of Education and Science of Ukraine.
In 2010, the Department started cooperation with the Pedagogical University named after the Commission of National Education (Krakow, Poland), within the framework of which joint international scientific conferences were held, experience was exchanged in order to study the peculiarities of training specialists in preschool education, and to join the European educational space.
The department has established cooperation with the Institute of Education Problems of the National Academy of Pedagogical Sciences of Ukraine, the Institute of Pedagogy of the National Academy of Pedagogical Sciences of Ukraine, and related departments of leading higher education institutions of Ukraine: Zhytomyr Ivan Franko State University, Academician Stepan Demianchuk International University of Economics and Humanities, Nizhyn Gogol National Pedagogical University, Rivne State Humanitarian University, Lesya Ukrainka Eastern European National University, Hryhorii Skovoroda University in Pereiaslav, Yuriy Fedkovych Chernivtsi National University, as well as the Department of Primary Education of the Private Educational Institution "Creative International Children's School".
