The author notes that the guarantee of freedom of conscience and religion is key to the development of democratic states. Ukraine, having regained its independence, is actively working on legislation in this area, which is reflected in the Constitution and the Law "On Freedom of Conscience and Religious Organizations". It is emphasized that the state is obliged to restrict the right to freedom of activity of a religious organization (institution) that undermines the foundations of national security, serves or cooperates with the aggressor country, spreads propaganda ideologies and thus poses a threat to human life and health. Structures such as the Russian Orthodox Church that support aggression should be immediately deregistered and banned at the legislative level. The author presents a number of confirming facts about Russian religious propaganda at the patriarchal level, that the Russian Orthodox Church, with the help of the structures of the Moscow Patriarchate operating in Ukraine, collects information for the benefit of Russian special services, conducts various special operations to discriminate against the Ukrainian government, develops and actively collects various mechanisms to destabilize the situation inside the country. The author emphasizes the need to look for ways to help meet the religious needs of Ukrainians who are under occupation or have fled the war abroad.

Keywords: Ukraine, Constitution, religious organizations, ROC, patriarch, rights and freedoms.
